Daniela Ruegenberg
Daniela Ruegenberg is an economist, evaluator and research specialist with more than 20 years of experience in humanitarian assistance and development cooperation. She has extensive expertise in the design and management of complex multi-country evaluations, mixed-methods research, survey design, sampling methodologies, quantitative and qualitative analysis, indicator development and data systems for evidence-based decision-making.
She has worked with a wide range of United Nations agencies and international organizations, including IOM, UNFPA, UNICEF, WFP, OCHA and ECHO, providing evaluation, research and analytical support across diverse humanitarian and development contexts. Her work has covered areas such as humanitarian response, refugee assistance, migration, protection, food security, nutrition, disaster risk reduction, livelihoods and health.
As an evaluation manager, she has coordinated multidisciplinary teams, engaged institutional stakeholders and helped ensure the quality, relevance and use of evaluation findings for accountability and strategic decision-making. She has also contributed to DARA’s flagship initiatives, including the Humanitarian Response Index, the Refugee Response Index and disaster risk reduction assessments, supporting the development of methodologies to assess donor performance, humanitarian effectiveness and resilience-building efforts. Daniela holds a Master’s degree in Development and International Aid and a Bachelor’s degree in Economics. She is fluent in Spanish, English and Portuguese, with basic knowledge of French and Italian.
