Global governance since the second world war has in effect been an effort to resolve the historical propensity toward Great Power rivalry by recourse to fostering a more cooperative geopolitical “rules-based’ atmosphere and encouraging internal demilitarization as a realistic alternative to arms races and periodic geopolitical crises that were both costly and risky throughout the Cold War.
